Description
Under supervision by senior GIS staff, the GIS Technician plays a vital role in supporting the Alabama 9-1-1 Board’s mission to modernize emergency response systems through geospatial innovation. This entry-level position contributes to developing and maintaining GIS datasets critical to NG911 implementation, while supporting local governments with advisory services that promote public safety coordination. Duties include digital data entry and maintenance, executing applications, and producing maps and related graphic outputs and reports, as well as performing routine work in geospatial data collection, processing, and analysis. This classification is regarded as beginner-level work wherein an employee, under direct supervision, is oriented to GIS work and may be trained to perform those duties through on-the-job experience.
- Support NG911 initiatives by maintaining accurate GIS layers including address points, road centerlines, and emergency service zones (ESZ).
- Provide technical assistance and advisory support to local governments in aligning GIS data with NG911 standards and ECD goals.
- Assist in the creation of spatial products that inform land use planning, broadband expansion, and emergency service delivery.
- Interpret and integrate legal descriptions, engineering plans, and construction documents into GIS databases using COGO, GPS, and digitizing methods.
- Collaborate with local agencies to ensure GIS data integrity and readiness for NG911 deployment.
- Assist in training and outreach efforts to build GIS capacity among local government partners.
- Produce maps, reports, and visualizations that support public safety, infrastructure development, and community planning.
- Participate in field data collection and GPS processing to enhance geospatial accuracy.
- Contribute to the development of GIS database standards and quality assurance protocols.
- Coordinating with technology and service vendors to ensure timely delivery, compliance, and performance of NG911 systems and related infrastructure.
- Serving as a liaison to local government agencies, public safety answering points (PSAPs), and emergency communication districts (ECDs) to align operational needs with statewide initiatives by providing technical guidance.
- Supporting grant and funding activities by coordinating documentation and reporting requirements with local partners as directed by the Alabama 911 Program and Board.
Requirements

- Familiarity with NG911 data requirements and public safety GIS applications.
- Understanding of ECD principles and how spatial data supports community and public safety.
- Proficiency in ESRI’s ArcGIS platform (ArcMap, ArcPro, ArcGIS Online).
- Ability to communicate technical concepts to non-technical stakeholders.
- Strong analytical and critical thinking skills with attention to detail.
- Ability to work collaboratively in a team environment and maintain confidentiality.
- High school diploma or GED certificate.
- Two (2) years’ experience performing Geographic Information Systems activities.
- Two years of college coursework (30 semester hours or 45 quarter hours) from an accredited college or university, including completion of four (4) college-level courses in Geographic Information Systems may substitute for the two years of required experience.
